Affordable Housing New Construction
Capital program management, construction documents review and managed on-site observations of over 3,800 residential units composed of new construction of single-family, multi-family and mixed income developments. Total value of projects exceeds $100 million. Funding sources include the Capital Fund, HOPE VI, Mixed Financing, LIHTC, FEMA, CDBG programs as well as other sources.
Projects included Bienville Basin (682 Units), Columbia Parc & Heritage Senior (683 units), The Estates (425 units), Faubourg Lafitte & Lafitte Senior (465 units), Guste Homes (596 units), Marrero Commons & Management Office (410 units), New Florida (52 units), River Gardens I (196 units), William J. Fischer & Management Office (326 units) and St. Thomas (296 units) and Horizon Place (Salina, Kansas).
LIHTC projects include St. Thomas Redevelopment, Guste III, Lafitte, 54 Duplexes, St. Bernard, and Bienville Basin. Guste III and New Florida were partially funded with FEMA funds. CDBG funds were used for the Bienville Basin Development.
Affordable Housing Renovations
Provided capital program management, construction documents review, on-site observations and facilitated funding and cross cutting administration for renovations to the Guste High Rise Apartments and Fischer (I,III & IV) in New Orleans.
Airport Rd./Northshore Blvd. Improvements
Provided resident inspection of a 2” mill and overlay of Airport Rd. between I-12 and the Slidell airport and Northshore Blvd. between Gause Blvd. (US 190) and I-12. The project also included striping, reflective markers, and new handicap ramps.
The project improved accessibility, safety and extended the useful life of the roadway.
Bienville Basin Affordable Housing Development
Provided capital program management, construction documents review on-site observations, LIHTC services, and facilitated funding and cross cutting administration for Bienville Basin (682 units) which is a new mixed-income public-private partnership development at the site of the former Iberville Housing Development. The project was funded with a Choice Neighborhoods Implementation Grant, CDBG funds, LIHTC, and other funding.
Brownswitch Road Improvements
Provided resident inspection for 2” asphalt mill and overlay and striping on 11,300 linear ft of roadway along Brownswitch Rd., a major thoroughfare in Slidell, LA. Project improved safety and extended the useful life of the roadway.
Casino Improvements
Provided construction management for initial construction of Harrah’s Casino (temporary and permanent), New Orleans, LA. Provided third-party reviews of plans and specifications for major renovations to Harrah's Casino in New Orleans.
FEMA Funded Infrastructure
Prepared FEMA pre-disaster and hazard mitigation applications for over $2 million in sewerage infrastructure retrofit projects in Jefferson Parish
(included Benefit Cost Analyses). Provided cost reviews for $1.6 million in
FEMA funded sewer lift station repairs. Prepared FEMA project worksheets and managed Katrina related repairs to water infrastructure.
General Contractor CDBG Compliance in Los Angeles
We are currently helping multiple general contractors in the Los Angeles area ensure they are compliant with CDBG requirements, including Section 3.
Golden Glen Water System Improvements
Will be providing resident inspection services for upcoming construction of drinking water system improvements in the Golden Glen Subdivision. This project will replace aging infrastructure and ensure safe and reliable drinking water for years to come.
Grand Isle Water System Improvements
Managed the installation and inspection of new 12-inch waterline improvements located on Ludwig Lane, Birch Lane, LA1, Admiral Craig, Pirates Cove Marina Road, and Humble Road in Grand Isle, LA.
Grant & Loan Consulting for Pelican Park
Researched potential state and federal funding and matched projects with potential funding sources. Provided the recreation district with a report detailing the findings.
Guste III Affordable Housing Development
Provided capital program management, construction documents review on-site observations, LIHTC services, and facilitated funding and cross cutting administration for Guste III (155 units) which is a new multi-family and single-family residential development in New Orleans.
Healthcare Facility Construction
Construction administration and on-site observations for $90 million in improvements and new construction at Dauterive, Acadiana Psychiatric, St. Bernard General (pre-Katrina), St. Charles General, St. Tammany Parish, and Slidell Memorial Hospitals. Provided construction administration and on-site observations for Tulane Medical Center and St. Charles-Prytania medical office buildings. Also provided design for several medical office buildings; and provided design for roof repairs & waterproofing at USPHS Carville Chapel; and construction administration for HVAC equipment replacement USPHS New Orleans.
Hotel Construction
Construction management and/or on-site observations of Sugarhouse Hotel (Embassy Suites), New Orleans, LA; Block E, Minneapolis, MN; Renovations to Maison Dupuy Hotel, New Orleans, LA.
Hurricane Katrina CDBG-DR Woldenberg Park Improvements
Community Development Block Grant (CDBG) administration services for Audubon Nature Institute $4.5 million CDBG-DR Katrina Woldenberg Park Riverfront Improvement Program in New Orleans, LA. Services included Section 3 compliance, Davis Bacon compliance and CDBG compliance reviews of construction documents.
Program consisted of general restoration, a new splash pad fountain and wharf repairs to address damages from Hurricane Katrina and to help the tourism recovery efforts.
I-12 Interchange at Firetower Rd.
Prepared a white paper for this project that facilitates requests for state and federal funding for this critical rural transportation project that will help improve traffic, economic conditions and the ability to evacuate.
Iberville Affordable Housing Development
Provided capital program management, construction documents review on-site observations, LIHTC services, and facilitated funding and cross cutting administration for Guste III (155 units) which is a new multi-family and single-family residential development in New Orleans.
Inspection for Jefferson Heights Water System Improvements
Will be providing resident inspection services for the construction of a waterline replacement project in the Jefferson Heights area. This project will include replacing piping along the south side of Airline Dr. from Ridgewood Dr. to Causeway Blvd. These services include on-site construction observations on behalf of the Engineer and Parish to document progress and help ensure the contractor's work conforms to the construction contract documents. This project will replace aging infrastructure and ensure safe and reliable drinking water for years to come in the area.
Inspection for Jefferson Hwy Waterline Replacement Project
Will be providing resident inspection services for a waterline replacement project along Jefferson Highway from Florida Street to Rex Drive. Inspection of Additional Jefferson Parish Waterline Improvements
Will be providing resident inspection services for waterline improvements on Elizabeth Ave. (Camphor St. to Ruth St.), Ruth St. (Elise Ave. to Loraine St.), Kathleen Ave. (Loraine St. to Colony Pl.), and Parkaire Dr. (Elise Ave. to Dead End). These services include on-site construction observations on behalf of the Engineer and Parish to document progress and help ensure the contractor's work conforms to the construction contract documents. This project will replace aging infrastructure and ensure safe and reliable drinking water for years to come in the area.
Jefferson Parish CDBG Entitlement Program
Community Development Block Grant (CDBG) administration services for wastewater improvements under the Jefferson Parish, LA $3.6 million CDBG Entitlement Program. Services include Section 3 compliance, Davis Bacon compliance, CDBG compliance reviews of construction documents, and environmental reviews.
This program includes rehabilitation of lift stations and lining of gravity sewer collection systems to improve reliability of sewer service and to reduce sanitary sewer overflows.
Jefferson Parish CDBG-CV Program
Community Development Block Grant (CDBG) technical assistance for the Jefferson Parish LCDBG-CV HVAC Project that includes the upgrade of HVAC systems at various Jefferson Parish facilities.
Jefferson Parish Drainage Pump Station Operation Manuals
Providing updates to operating procedures for various drainage pump stations on both the East and West Banks of Jefferson Parish, Louisiana. The updates will help to improve the efficiency of drainage pump station operations.
Jefferson Parish Drainage System
Managed Jefferson Parish subsurface drainage pipe failure investigations including video inspection, dye flooding and smoke testing. Evaluated storm water flows and created hydraulic models used for sizing pipe and pumps at various pump stations.
Setup computer automated drainage pump station work order maintenance system. Coordinated work orders to clean/repair existing subsurface drainage or developed scope for capital improvements to areas with drainage problems.
Provided field inspection of canal outfall pipes and logically labeled and noted condition of each along with labeling all drainage manholes in the Parish computerized GIS.
Evaluated areas with flooding issues and developed recommended capital improvements to address those issues.
Helped develop O&M and capital budgets.
Assisted in monitoring drainage pump station operations
Jefferson Parish Hurricane Isaac CDBG-DR Program
Community Block Development Grant (CDBG) administration services for $8 million in infrastructure improvements under the Jefferson Parish, LA Hurricane Isaac CDBG Disaster Recovery Program. Hurricane Isaac caused widespread power outages and flooding issues in Jefferson Parish. Services include Section 3 compliance, Davis Bacon compliance, CDBG compliance reviews of construction documents and environmental reviews.
Under the program, emergency pump out valves have been installed at hundreds of sewer lift stations throughout the Parish to allow for temporary pumping during power outages that result from future storm events.
Major drainage improvements are ongoing throughout the West Bank of the Parish to improve stormwater capacity to reduce the risk of flooding during future storm events.
Jefferson Parish Hurricane Katrina CDBG-DR Program
Community Development Block Grant (CDBG) administration services for $3 million in Headworks improvements at the Harvey Wastewater Treatment Plant in Jefferson Parish, LA under Katrina CDBG Disaster Recovery Program. Services included Section 3 compliance, Davis Bacon compliance CDBG compliance reviews of construction documents and an environmental review.
During Hurricane Katrina, high flow rates overwhelmed the plant's Headworks facility. This project upgraded the facility to better handle high flow rates during future hurricane events.
Jefferson Parish Sewerage Capital Improvement Program
Providing a full range of program management services for the $135 million Jefferson Parish Sewerage Capital Improvement Program. The purpose of the program is to provide improved sewer service to the residents of Jefferson Parish, including the upgrading and rehabilitation of existing sewer lines and facilities and the construction and installation of new facilities, and sewer lines.
Jefferson Parish Wastewater System
Provided project management for a computerized preventive maintenance software program used in tracking repair and maintenance cost of sewer lift stations and wastewater treatment plant equipment.
Created computer models in SewerCAD of numerous sewerage lift stations to assess capacity needs. Developed system curves and sized motors, pumps, valves, and piping. Performed assessment of other lift station needs including SCADA and helped prioritize capital improvements including hazard mitigation projects.
Assisted with development of O&M and capital budgets.
Assisted in monitoring operations of sewerage lift stations.
Supervised sewer investigation crews, whose primary duties were to investigate sewerage systems with above normal ground water infiltration, conducting system smoke testing, dye flooding, and pipe video inspection to locate broken or failed pipes.
Jefferson Parish Water System
Assessed repair and replacement needs for water line canal crossings throughout Jefferson Parish and developed a capital improvement program for repair and replacement.
Created computer models in WaterCAD to determine pressure drops and to determine distribution needs for various service areas.
Assisted with new O&M strategies for water facilities in Grand Isle, LA.
Jefferson Parish Waterline Canal Crossing Improvement Program
Performed a needs assessment and developed plans and specifications for various Jefferson Parish water line canal crossings in need of repairs or replacement. Developed a Parish-wide database of water line canal crossings and implemented and managed a rehabilitation program repairing crossings on an annual basis. Repairs included renewal of pipe supports, pile replacement, pipe brackets replacement, and piping for canal crossings.
Jonathan Davis and Rosethorne Wastewater Treatment Plants
Prepared preliminary design reports and environmental information documents for improvements to both the Jonathan Davis and Rosethorne Wastewater Treatment Plants in Jefferson Parish. Documents were prepared in accordance with LA DEQ requirements for the CWRLF program.
K-12 School Construction
Construction administration and on-site observations for additions and renovations to Green T. Lindon Elementary, Westside Elementary, and Duson Elementary for the Lafayette Parish School Board in Louisiana; construction administration for Breaux Bridge High School, Breaux Bridge, LA; and for roof repairs to Vernon C. Haynes and Helen Cox middle schools in Jefferson Parish; and Port Sulphur PE Facility, Port Sulphur, LA.

Lafitte Development
Provided capital program management, construction documents review on-site observations, LIHTC services, and facilitated funding and cross cutting administration for the Lafitte Development (468 units) which is a new development consisting of homes and apartments at the site of the old Lafitte housing project.
Mixed-Use Development
Construction management of Block E retail, hotel, and residential facilities, Minneapolis, MN; and The Market Common (The Crossing Clarendon) retail and residential, Arlington, VA.
Monroe Street/East Causeway Approach Intersection Improvements
Provided on-site construction observations (resident inspection) for construction of the Monroe St/E Causeway Intersection Improvement Project in Mandeville, LA that included roadway widening to accommodate new turn lanes and a signalization modification for the intersection. The project improved traffic flow at this critical intersection.
New Office Buildings in Louisiana and Texas
Design, construction administration, and/or construction management of new construction of St. Charles-Prytania Medical, Brandywine Office Complex (3 buildings), Bertrand Office Building, John Chance Office Building, Lafayette, LA; CityView Office building, San Antonio, TX; plus several private medical office buildings, St. Tammany Parish, LA.
New W-15 Detention Pond
Provided resident inspection for construction of a 54-acre detention pond located east of the I-10 Service Road and north of Gause Boulevard and adjacent to the Reine Canal in Slidell, LA. Work involved clearing, grubbing, excavation, grading, construction of culverts, headwalls, storm drains, and weir structures to convey water into and out of the pond. The project helped reduce the risk of flooding for thousands of residents in the area.
North Pearl Roadway and Drainage Improvements
Provided resident inspection for major drainage improvements along North Pearl Drive beginning at the intersection with Lake Erie Drive and extending south to the W-15 Canal in Slidell, LA. Work included installation of a 60” RCP storm drain and miscellaneous secondary storm drains ranging from 15” to 24” diameter. Work also included a 2” mill and overlay and striping of North Pearl Drive from Lake Erie Drive to Gause Blvd. The project improved storm water drainage capacity in the area and improved safety and extended the useful life of the roadway.
Rehabilitation of Jefferson Parish Drainage Pump Stations and Canals
Managed the design and construction phases for bank stabilization projects for various drainage canals including Canal #17 and the Hoey's Bypass Canal. These projects helped prevent future erosion and flooding.
Developed and reviewed plans and specifications and performed construction observations related to drainage pump station improvements.
Retail Development Throughout the United States
Construction management for retail malls including North Shore Square, Slidell, LA; Columbiana Centre, Columbia, SC; Moreno Valley Mall, Moreno Valley, CA; Natick Mall, Natick MA; Kay Mills, Katy, TX; Temecula Mall, Temecula, CA; the Market Common (The Crossing Clarendon), Arlington, VA; and Showcase, Las Vegas, NV.
Also provided tenant construction administration at Acadiana Mall, Lafayette, LA, and preconstruction services for various malls, including Pembroke Pines Mall, Pembroke Pines, FL.
St. Charles Parish Public Schools ESSER Upgrades
Davis-Bacon Compliance and Grant Administration services to help St. Charles Parish Public Schools (SCPPS) ensure contractor and subcontractor compliance with Davis-Bacon and grant requirements for ESSER-funded HVAC improvements at Harry Hurst Middle School. This project will improve air quality and help reduce the spread of Covid.
St. John the Baptist Parish Hurricane Isaac CDBG-DR Program
Prepared the Parish’s Disaster Recovery Proposal for $32 million in Disaster CDBG funding from the State of Louisiana Office of Community Development Disaster Recovery Unit (OCD/DRU) to address housing, business, and infrastructure needs related to Hurricane Isaac recovery.
Prepared grant applications and policies and procedures for Homeowner Rehabilitation, Housing Elevation, Small Rental Rehabilitation, and Homebuyer Assistance programs and provided program controls.
St. Tammany Parish Planning Commission
As a St. Tammany Parish Planning Commissioner, Paul Barcelona, our firm's president, has reviewed numerous tentative, preliminary and final subdivision submittals presented to the commission by the Parish's Planning and Development Department.
State of Louisiana Hurricane Gustav/Ike CDBG-DR Program
Performed compliance reviews of project cost estimates, design plans and
specifications, addenda, and change orders for the $600 Million Gustav/Ike CDBG Recovery program that covered 53 parishes and included 400 construction projects throughout the State of Louisiana. The program included projects related to water, sewer, drainage, streets, bridges, community centers, government buildings, generators, levees, and an airport.
Hurricane Gustav caused major wind and flood damage throughout the state, from the southern coastal parishes through central and north Louisiana. Two weeks later Hurricane Ike hit sending tidal surges across the state’s southern coastal communities. Ike exceeded storm surge caused by hurricanes Rita and Katrina. The recovery projects addressed these impacts.
State of Louisiana Hurricane Katrina CDBG-DR Program
Managed the CDBG disaster recovery process including grant applications, pay requests, property acquisition, environmental review process, procurement, project/program development, bidding, construction, Davis-Bacon compliance, Section 3 compliance, program implementation, record keeping and closeout for a wide variety of projects and programs included in the CDBG recovery programs for Orleans Parish ($411M), Sewerage and Water Board of New Orleans ($15M), Jefferson Parish ($50M), and St. Charles Parish ($1M). Also provided compliance services related to A/E procurement, cost reasonableness, plan review, construction estimates, bidding, and construction for the programs. Projects included streetscapes, parks, roadways, economic development, commercial revitalization, blight reduction, housing assistance, acquisition, design-build projects, water, wastewater, drainage, community centers, hospitals, planning, and others.
Upgrades to Lift Stations 3 and 39 and Lift Stations 42 and 43
On-site observations (resident inspection) for upgrades to existing Sewer Lift Stations 3 (Jackson and Jefferson) and 39 (Woodstone) at Lift Stations 42 (10th St.) and 42 (Beau West) in Mandeville, LA. These upgrades will improve sewer service in the community.
Upgrades to Sewer Lift Stations 35 and 38
On-site observations (resident inspection) for upgrades to existing Sewer Lift Station 38 at W. Causeway Approach near Highway 22 in Mandeville, LA. Work also includes a new Sewer Lift Station 35 on Rue Bayonne St. in Mandeville along with related gravity sewer and force main work. The project will improve sewer service in the community.
Water System Improvements in Harahan, LA
Will be providing resident inspection services for construction of drinking water system improvements along Shannon Lane E & W, Kendall Lane, Huntley Lane and Malvern Lane in Harahan, Louisiana. These services include on-site construction observations on behalf of the Engineer and Parish to document progress and help ensure the contractor's work conforms to the construction contract documents. This project will replace aging infrastructure and ensure safe and reliable drinking water for years to come in the area.
West Causeway Approach Bike/Pedestrian Path
Provided on-site construction observations (resident inspection) for a new bike/pedestrian path along W. Causeway Approach from Monroe Street to Sandra Lee Drive, which improved connectivity and quality of life in Mandeville, LA. Construction was funded by a LA DOTD grant. Our field representative utilized HeadLight software for daily reports.
