Paul Barcelona, P.E.

Paul is the founder and president of ARTOVIA. He holds a Bachelor of Science in Civil Engineering from the University of New Orleans. He is a licensed Civil Engineer with nearly 30 years of experience in managing capital improvements, grants and disaster recovery programs. Paul oversees ARTOVIA's overall operations and is responsible for overall business development. He is also in charge of Capital Project & Program Management, Subdivision Reviews, Audit Support, Grant/Loan Research and Administration, along with CDBG, FEMA and Environmental Consulting. 

Paul was the Chairman of the Northshore Business Council (NBC) Board of Directors for 2023 and has been appointed to the 2024 NBC Board. He is also a member of the St. Tammany Chamber of Commerce and the American Public Works Association. Paul previously served as Planning/Zoning Commissioner for St. Tammany Parish, LA from 2020 to 2022.

Jennifer assists with the firm's strategic vision and overall management. Ms. Barcelona has over 10 years of experience in leadership, management, corporate policies, and Lean principles. She has 25 years of experience in the health care industry.

Jennifer Gitz Barcelona


Guy is a Senior Construction Manager with over 49 years of experience in building construction of all types, including public/private infrastructure, affordable housing, commercial and retail projects as well as grants. Guy holds a Bachelor of Architecture from the University of Southwest Louisiana (now ULL). Guy is in charge of Construction Documents Review, Construction Loan Monitoring, and LIHTC Consulting. Guy also serves as a leader in a variety of ARTOVIA's markets.

Bob holds a Bachelor of Science in Mechanical Engineering from the University of New Orleans. He has over 30 years of experience in capital improvements, grants, and O&M for public works infrastructure. Prior to joining ARTOVIA in 2019, Bob was employed by Jefferson Parish, LA for 30 years where he held various leadership positions within the Public Works Department.


Bob is in charge of Asset Management, Drainage Pump Station and Sewer Lift Station Operation Manuals.

Jeanne is a Grant Manager with 20 years of experience in providing office management, administrative reporting, and document control for engineering firms. She has over 7 years of experience with various grant programs and cross-cutting requirements. Jeanne joined ARTOVIA in 2015.

Jeanne is in charge of Davis Bacon and Section 3 Compliance services. Jeanne also serves as a leader in variety of ARTOVIA's markets.

David holds an Associate's Degree in Engineering/Construction Technology from the Community College of the Air Force. He has 40 years of experience in inspection, construction management, and labor interviews for a variety of infrastructure improvements. He is also an expert at CAD design. David holds active inspection and design certifications from LA DOTD and USAF. He has specialized expertise with HeadLight and Site Manager software for LA DOTD proejcts. He is also a proud veteran of the United States Air Force. David joined ARTOVIA in 2016. 


David is in charge of On-Site Construction Observations.
