Paul is the founder and president of ARTOVIA. He holds a Bachelor of Science in Civil Engineering from the University of New Orleans. He is a licensed Civil Engineer with 30 years of experience in managing capital improvements, grants and disaster recovery programs. Paul oversees ARTOVIA's operations.
Paul was the Chairman of the Northshore Business Council (NBC) Board of Directors for 2023 and is on the NBC Board of Directors. Paul previously served as Planning/Zoning Commissioner for St. Tammany Parish, LA from 2020 to 2022.

Jennifer assists with the firm's strategic vision and overall management. Ms. Barcelona has over 10 years of experience in leadership, management, corporate policies, and Lean principles. She has 25 years of experience in the health care industry.

Guy is a Senior Construction Manager with over 49 years of experience in building construction of all types, including public/private infrastructure, affordable housing, commercial and retail projects as well as grants. Guy holds a Bachelor of Architecture from the University of Southwest Louisiana (now ULL).
