With $1.45 billion in funding available, this program is designed to help communities recover from federally declared disasters in 2023 and 2024—and to transform their local economies for long-term resilience.


Three Paths to Funding

The EDA offers three distinct funding tracks, depending on your community’s needs and stage of recovery:


  1. Readiness Path

    • For non-construction projects that build local capacity

    • Grant range: $250,000–$500,000

  2. Implementation Path

    • For construction and non-construction projects that support recovery and economic growth

    • Grant range: $2M–$20M (construction), $100K–$5M (non-construction)

  3. Industry Transformation Path

    • For large-scale, coalition-led projects that reshape regional economies

    • Grant range: $20M–$50M


Who Can Apply?

Eligible applicants include:

  • Local and state governments

  • Tribal nations

  • Economic development districts

  • Public-private partnerships

  • Nonprofits working with government entities
